Graded and ungraded adjectives

Pattern 30: too ADJ to-inf

The adjective follows too and is followed by a to-infinitive clause. The to-infinitive clause refers to an action that is not possible.
In some cases, the action cannot be performed by the person or thing that is the Subject of the link verb.
A lot of gallery directors are too busy to give you their time.
Emily was too sensitive not to be terribly hurt.
In other cases, the action cannot be performed.
He got out of bed, splashed his face with water, brushed his teeth and tried to find some clothes that were not too filthy to wear.
The factory ships catch everything, including fish that are too small to sell for food.
