These adjectives indicate that someone is generous or not generous. The noun group following with indicates the thing that the person is willing or unwilling to give or spend.
The Griffins had arrived at Cap Martin by car and were very generous with offers of lifts.
He welcomes visitors and he's lavish with advice.
I've always been mean with money.
