These nouns refer to progress or change.
Movement towards all-party talks was now inexorable.
We are looking at their progress towards democracy.

With many of these nouns, especially drive, move, movement, progress, shift, step, and trend, the preposition towards or toward is sometimes followed by an '-ing' clause.
