Pattern 28: so ADJ as to inf

The adjective follows so and is followed by a as to and an infinitive clause. The infinitive clause indicates a consequence.
From cheating on taxes to breaking international agreements, dishonesty has become so common as to be seen as normal.
Their response was so discreet as to be practically non-existent.
